This news article showed up in the Austin Statesman today. It is about Concord, Ma. police issuing "good behavior" coupons to people, which they can exchange for ice cream. How fun.

Concord is just outside of Boston. In fact, when you get to Concord from the west, you do not know when one city ends and the next begins.
I grew up in Western Massachusetts, near Greenfield http://www.townofgreenfield.org/Pages/index. When I was growing up, Greenfield had a summer program which stopped out of state cars (as per license plates) and offered tourists free accommodations and I think meals in Greenfield, as a ploy to get tourists to stop and stay in Greenfield. I am not sure, but I remember that the last couple years I heard about the program before I left Western Massachusetts, there were complaints from people about being stopped inappropriately, and the emotional distress it caused. I suspect that changed or stopped the program.
I hope the Concord Police Department get the desired results.
